Yes if you are in their jurisdiction or you are on internet sites that follow their laws, their consequences affect you.
For example, India must have local copyright laws, don’t they? In theory, USA’s copyright wouldn’t affect you. But when you are on sites like youtube and such you would have to obey those rules.
The FBI doesn’t have jurisdiction over you when you are in your country and can’t prosecute. But they could warn your local authorities and you might be arrested if you get on American soil for crimes committed in their territories.
